An update on HB2499: The Conservation District election modernization bill passed out of the House State Government and Tribal Relations Committee last week and has been heard in House Appropriations, where I testified again on Friday. It needs some pressure to keep moving, though.

Government at all levels exists to serve and protect the people. The kidnapping and murder of U.S. residents by federal agents is appalling and unacceptable, and I will be participating in tomorrow's General Strike in protest.

Several of my colleagues and I will be speaking in support of HB2499 at today's hearing. It's important to me to fight for fairness, transparency, and democracy, and to carry forth to the legislature the concerns that are important to YOU.

HB 2499 would allow Conservation Districts to choose to conduct their elections according to Title 29A, the set of rules governing other elections, including use of the November ballot. This bill has its first committee hearing today at 1:30pm.

The "first quarter" requirement from RCW 89.09.190 prevents King and other Washington Conservation Districts from putting our elections on the annual November ballot. However, a bill introduced this legislative session would change that rule, and allow Districts to opt in to November elections.

RCW 89.08.190, part of the WA state law governing Conservation Districts, states: "Each year after the creation of the first board of supervisors, the board shall... set a date during the first quarter of each calendar year at which time it shall conduct an election."

The most common question I hear from my constituents is, "Why are Conservation District elections different from all other elections? Why are they at a weird time, and not on a normal paper ballot?"

The short answer is: state law. But we're trying to fix it!

The King Conservation District Board of Supervisors Grant Subcommittee will meet today, December 16, at 5pm. This will be a virtual meeting. The agenda includes grant applications from the cities of Clyde Hill & Lake Forest Park, plus two grant amendments & close outs of several completed grants.

Then next meeting of the King Conservation District Board of Supervisors will be on Tuesday, January 13, 2026.

Finally, the Board approved small adjustments to two reimbursement policies, updating the cost-share rates for certain structures for the first time since 2022, and simplifying labor reimbursement categories to the make the grant process easier for our cooperators.

On Tuesday the Board of Supervisors also appointed a new Supervisor to the previously-vacant Position 2. Welcome, Caleb Gwerder! Caleb brings to the Board his lived experience as a farm operator in addition to extensive work with the Washington Farm Bureau. His first meeting will be in January.

By program:
$7 million to farm programs
$3.5 million to forestry
$4 million to riparian programs
$5.7 million to Member Jurisdiction Grants, working directly with municipalities to fund conservation projects in their areas

At Tuesday night's Board of Supervisors meeting we passed the 2026 budget, which includes $23 million in spending and a $3.725 million surplus. I'm proud that the majority of this budget goes directly to implementation, while still providing our staff living wages and quality benefits.

Tonight's Board of Supervisors meeting agenda includes:

-Reviewing and adopting the 2026 budget
-An executive session for the purposes of reviewing an employee's performance
