Under Title 32 USC, The Adjutant General (TAG) in each state is the military commander for both the Army and Air National Guard for that state and usually coordinates directly with the governor for domestic operations including emergency response.

Oregon National Guard Adjutant General, General Gronewold says if they are federalized, that he will advise the Title 10 commander to utilize National Guard Troops to PROTECT protesters at ICE facilities. This is the right answer.
