This was a big problem when Rickover tried to give utilities naval nuke tech for free (as the USG desperately tried to find a peaceful use for their designs). A utility can't afford to take a power plant offline for extensive service. The tech was essentially forced on them by the USG.

The naval reactor model is not a good one for commerical application, because it requires vessels be removed from active duty for servicing. A vessel that sits in port is a hole in the water you pour money into for freight. The vessel needs to be constantly working.
