No, I think you're giving him too much credit. He clearly has no idea how a Westminister-style government like Canada's works, and would rather tweet a half-baked thought than ask an advisor for a quick explanation.

He already said he'll make the tariffs bigger in retaliation for the counter-tariffs, so there's no downside for Trudeau stating the truth.

I think you're bang on about the sigfig issue giving people alarm bells even though most don't recognize that's why. I see sigfigs overlooked all the time in my job as an engineer which tells me when someone is going through the motions without thinking too hard about the analysis.
