Los Altos simply doesn't issue a demo permit unless it's accompanied by a request for a building permit, and getting approved to apply for a building permit is complicated. And it's far from the only city that operates that way.

Some cities have inclusionary requirements that go as low as 5 unit projects. And if you have a quarter acre, like e.g. most of the lots in Los Altos and in some nearby exclusionary cities, you have to build at least 5 units.

Let's say you're in Palo Alto. The minimum density for SB 1123 is 20 du/acre. The maximum number of units for SB 1123 is 10 units. You have a one acre parcel and you want to build on it, but there is no number that is >= to 20 and also <= to 10.

I think they’re right that if the land was upzoned, rents would go up, because there would be someone who was willing to pay more than existing business tenants. I don’t see the argument for protectionism though.

Typical mobile home density is 10 du/acre or less. Not that dense! I didn't believe this, so I actually counted up the density of a mobile home park near me, which seems quite dense to me. It was 9.5 du/acre.
