You are right about that on ads themselves, their view as art is recent. But generally artists worked on other art besides advertisement and usually belonged to a movement or a category through those since their ads usually imitated their more "regular" art. Mucha or Rockwell come to mind here.

I think its the result of critics no longer really dictating cultural aesthetic or being popular. Cultural critics were usually the people who categorized artists and grouped them into movements unless the artists did it. But now it is either done by marketing or customers for ease of consumption.
