I think elsewhere you or someone noted that the low-infos aren't going to notice until things are literally on fire, but I think widespread ID outbreaks in their communities qualifies as such, at which point they (and their doctors/schools/employers) may be interested in what ShadowHHS has to say.

I'm of two minds about this. I imagined the room of them telling the bosses after an hour to suck their collective ballz, but OTOH, this is falling on a sword to save colleagues, who have cases to work, families, mortgages etc. It preserves the dept and this person is going to take the heat.
