They used to be a military droid for YUNIKORP, an armed robotics manufacturer. The cape was provided as standard uniform.

They didn’t agree with the company’s philosophy of shoot first- ask later, and decided to abandon that life.

The cape reminds them of what they stand against.

This Sagarmatha is from Squad Highball, a ThirdComm unit formed from the remnants of Squad Whisky, a SecComm era unit that was almost completely destroyed in the civil war.

In Mario & Luigi: Bowser's Inside Story, Mario and Luigi's level-up stat gains are bizarrely based on what level Bowser is currently at. If he is at a "good" level, they will be several times more powerful. The game does not tell you which levels are good and which are bad.
