That said, it does hit at something more fundamental. Wirral is another council that is a bugger for running consultations for the appearance of doing something without actually having to do the hard part. That sort of behaviour undermines confidence in delivery; because none ever happens.

TROs are a great example of that. The TRO is happening. It's clearly needed. What they're asking is "are there any particular issues you can see from your local knowledge, like there being nowhere for services to park due to adjacent resident only parking schemes", not should we do this.

Consultation = we're doing this, it's happening. We're asking you for anything we may not have considered about its implementation.
Referendum = should we do this or not

Unfortunately, if anything it might swing it to Greens vs Reform, but it'll stay two party. The FPTP system demands it.
