That could be about funding as much as anything, especially now. These days there may also be hesitation to purchase some books due to legal threats against librarians. Louisiana tried to criminalize librarians providing books on certain topics not too long ago.

The number of people who have frankly bizarre understandings of how libraries function is honestly amazing.

About 99.9% of you who pirate books live in an area with a public library, and that library almost certainly has some sort of digital ebook platform. Go get a library card and a Libby account and just wait your six weeks for your free copy to borrow like the rest of us.

That’s not it at all. Print copies are sold to libraries in exactly that way. Copyright law explicitly allows the book lending model libraries use. Ebooks are licensed, which is a different model, with lending terms based on that license.

That’s not how the majority of libraries work. Librarians build collections - print and digital - by selecting books proactively or through subscriptions. Patron requests add materials in addition to those purchases.

Ebooks are licensed - a certain number of copies can be lent before renewal.
