Russia gave the RS-26 a range /just/ inside the technical definition of an ICBM so they could claim it didn't infringe the Intermediate-Range Nuclear Forces Treaty. It is effectively, however, an Intermediate-Range Ballistic Missile, or IRBM.
Russia just calls it an ICBM because it's more scary.

ICBM use serves one strategic goal for Russia - to provoke responses from opposition parties in the West (the likes of Corbyn who are happy to sacrifice Eastern European lives for some perceived notion of "peace").
The only way to stop the circle of escalation is for Russia to lose and withdraw.
