Its interesting. Part of why this happens could be that people often feel that talking about a new idea or project feels like actually doing something, but many people don't know how to tangibly take the next step, to actually start the work itself. So they don't follow through.

I guess another way to frame it that most people did not realise what they were an active part of creating. A powder keg, a tool of destruction. The vast majority of people thought this would be a net positive contribution to world order, equality and human progress. Right now it very much is not.

I think its an unintended consequence for the vast majority of people. Or perhaps just unexpected. The optimism around early social platforms (2010ish) did not include this outcome for many. But I agree that some saw this coming very early on. And they have shaped the outcome today intentionally.
