Mera +16 in the title commemorates the 16th anniversary of the ‘Mera Declaration’, a landmark political document developed by women pastoralists during a global gathering held in Mera, India, from 21–26 November 2010.

It aims to strengthen solidarity, identify shared priorities, and amplify women’s voices in global policy spaces, including UNCCD COP 17 and beyond.

In the International Year of Rangelands and Pastoralists (IYRP) and the International Year of the Woman Farmer (IYWF), the Global Gathering of Pastoralist Women (Mera +16) will convene pastoralist and ranching women on 26–29 May 2026 at the ICIMOD Headquarters in Kathmandu, Nepal.

Despite their critical contributions to tradition-keeping, innovation and entrepreneurship, food security, climate resilience, and peace-making, their knowledge, labour, and leadership remain largely absent from policy and global decision-making.

Application deadline extended to 22 February 2026.

This practical resource provides step-by-step guidelines for practitioners, policymakers, non-governmental organisations (NGOs), and community leaders on establishing, managing, and sustaining effective CLCs.

To support the creation of CLCs, we are pleased to launch the ‘Guidelines for Establishing Community Learning Centres’.

Serving as knowledge hubs, CLCs bridge traditional wisdom and scientific innovation, enabling farmers, researchers, and practitioners to co-create solutions that improve farm productivity, promote sustainable land and water use practices, and strengthen women’s leadership in agriculture.

Co-developing and testing solutions grounded in local knowledge is essential for building long-term food security and ecological resilience.

Community Learning Centres (CLCs) offer a proven and participatory model for this transition.

Secondly, this drop in pollutant level is fleeting. Air quality is already on a steady decline since the second week January 2026. Data from the Khumaltar monitoring station show that the PM2.5 level between January 09 – 31 rose to a maximum of 85 µg/m³, vis-à-vis 80 µg/m³ in the same period of 2025

Firstly, even with this drop in pollutant level, Kathmandu’s winter air quality continues being perilous for human health – still in the World Health Organization’s “unhealthy” air quality threshold.

The mean PM2.5 level in December 2024 was nearly 1.5 times higher than that in 2025, while mean level between December 2024 - February 2025 was nearly 1.3 times higher than that between December 2025- February 2026.  

Yet, no respite from the choking air is in sight for the valley dwellers.

Between December 2025 and February 2026, the mean PM2.5 level was around 50 µg/m³. 

A quick comparison with the situation in 2024–2025 might give a glimmer of hope, albeit misleadingly.

This framework formalises a shared path to action, where each stakeholder contributes resources, whether financial, in-kind, or technical, towards a common restoration goal.

A diverse coalition, including local government, yak herders, community forest groups, a private bank, and media, convened to co-design a pioneering co-investment mechanism.

High-intensity wildfire has significantly altered and affected the long-term recovery. It takes an integrated landscape approach and a shared co-investment mechanism for regeneration of the vegetation.

The fire had destroyed over 400 hectares of forest rich in endangered wildfire and plant species. The forest since then has struggled to recover.
