Being a hang out spot with bums with the same hobby is how you grow, so casual matches in any game they want is how you get the bums to come back. It'll take a while to grow too. When we started, my local fgc took months to get to 5+ heads on average (city's pop was ~220k at the time).

Check for local smash scenes too, not a ton of overlap but they tend to have some peeps who will join or can help you make connections/boost you. Don't have an entry fee and don't worry about doing tournaments except when big games come out (that's when people tend to search for locals).

Assuming you are trying to build a local fgc, grab some friends and set a consistent time and place to do weeklies/whatever. You need to be on every social media with the basic info and a link to whatever the main announcement/group chat is. Universities are a good place to advertise after that.
