You’re both not wrong. The problem with American democracy is the lack of participation. It’s still a democratic process but the lower rates of citizens voting or even bothering to inform themselves leads to what you can see now.

It’s their responsibility, but there’s nothing spelled out in US law or the constitution as to when it should take place. It only dictates the process for nominating and confirming when such procedures are undertaken.

The solution was to vote out the entire Republican caucus. If even a handful of them cared about their country more than pursuing their conservative nationalist revolution, they could have ended the problem but chose not to.
