and also its cos those factions warranted a distinct enough culture to warrant distinct visual difference which allows distinct plastic minis.

also. pointing out the model count isnt obtuse. the models are representations of popular characters and subfactions within the lore.

whatever faction GW(nebulous generlised entity) likes, they get more books. more lore. more likely to have minis. more like to to have VARIED minis.
