Any tips on how to start relearning base “rules” of art?

Trying to design a sick GTA arm tattoo is a lot more difficult than you’d think. Particularly because lighter colors do not show up on the skin (color is not solid when applied), so it’s a little frustrating trying to do something neat like this.
