In Bones (so far) all the character interactions develop the characters more. Like, the competitive streak and King of the Lab on going joke between Jack and Zack.

Maybe I need to rewatch 911 again, but I don't really recall many moments of on going character development that were not the epi focus

Okay, rewatching Bones has shoved a 911 thought in my head and it won't leave. The 911 writers do a terrible job of actually exploring their characters in any kind of meaningful way. If the character doesn't have some poorly explored and planned plot going on they simply don't have screen time.
