Why can't the "The game clearly takes place in an alternative legal system." apply here?

I wouldn't even notice the "design of all the characters being at least 18" if not for the dis-calmer.

It makes zero sense that "All characters depicted are at least 18 years of age" should be taken literally, yet "Everything is consensual role play, and any animals are actually people in costumes" is a funny disclaimer to avoid legal trouble.
