Trump is trying to do what all businessmen do: find exploits in the system to abuse. What laws he can bend, what he can break, who he can hurt in order to gain power.
The purpose of a system is what it does. The US system is designed to put people like Trump in power, in government and business.

Also, if you're looking for a place to host that meeting, check with your library! A lot of the time, libraries will offer meeting rooms--complete with desks and chairs and A/V equipment--free of charge (or for a small fee) to cardholders.
