Can even give some example pieces of code and general structure of the tool we made for blockwars for this stuff, although the way it worked was as I said deeply integrated into blockwars the general principals and structure of it should help

The reason why everyone keeps reinventing the wheel in this case is that there just cannot be single solution for every use case. Lot of these systems need to be deeply integrated into servers and their infrastructures

In most cases these days servers have entire UI frameworks that automate everything. You as a developer only add element like text box with text, tell it to put it in the middle and it will calcuzall the font stuff automatically and generate a new resourcepack if needed

Oh you very much can! You can duplicate the font file and give all the characters negative ascent value. That's how we usually do it. Obviously these days lot of us make automatic resourcepack compilers that do all of this for us
