More policies requiring uni repos, lots of overlap among those who use repos for preprints and have institutional agreements (eg, UK, NL, etc).

I don't see why it has to be one or the other. Preregs can help us evaluate studies to falsify and build stronger theory, and formalization/ strong theoretical work can help inform more severe theory testing using preregs. Again, one of many tools...
