House Republicans enjoyed a 47-seat majority after the 2016 election.

Whatever a border czar is, they don't have arrest authority. Federal law enforcement officers do, pending judicial enforcement. Consultation with prosecutors is the norm for pre-planned arrests & here's the kicker: people being arrested must have actually committed a crime.
