Bureau's 2024 guidance is to "not rely on the (ROWs) as the sole means for releasing" water from Lake Powell at or below 3,490. Agency's Jan '26 estimate is that could occur by Dec '26, and remain there or lower for a year. What does Lower Basin do then?

Due to the drought and limitations on how much water can be released through the dam's river outlet works, Burec has warned that Lake Mead is at risk for “declining to critically low levels and threatening water deliveries to those” who depend on it. So Cal will suffer without changes to GCD.

There is an urgent need to modify Glen Canyon Dam. Failure to will increase the probability of mechanical failure at the dam, heighten the likelihood of water supply disruptions, and assure a cascade of costly litigation about how to allocate a dwindling water supply.
