Sure, but it is completely possible to divest mechanical power and character flavor from one another. You can make as creative a character as you want that is still bound by the same core numbers.

Conceptually true, but if different players at the table have wildly different power levels, it will often result in some or all of them having a bad time. If you scale things to one player, you undermine everyone who ISN'T playing at that scale.
