DO IT! It’s a fun game.

It bothers me in theory. Something that is legendary is, by definition, rare, or even mythical (regular definition, not MtG Rarity). Not simply uncommon or common.
Gameplay: I haven’t played them in limited, so don’t know.
Set building: UB IP will have lots of characters, and should be legendary.
