Yes pirating is always an option, but that isn’t practical if you want to transfer mons out. $20 is a good deal for ease of access.
Them being included in the NSO catalog would mean no one would truly be able to play and own them forever. They’d be tied and at the mercy of NSO’s cloud service. If it shut down, so would they. For future proofing, this is so much better.
