If we want a safer US, we must institute universal comprehensive healthcare that includes dental, vision, and mental/behavioral health services. Abuse, neglect, and untreated mental health issues all lead to a higher chance of antisocial behavior.

If you take gun training, even as a civilian, the rule is you only shoot if you're going to kill. Trying to pull off a trick shot to get a knee is dangerous as it's a small target vs center mass. Also, unlike in the movies, adrenaline can keep a person moving through a bullet to the leg.
