I am with a group of volunteers who regularly litter-pick Tolka Valley Park. The neglect of the DCC and Fingal CC to timely collect what's gathered leaves the bags to be tossed by weather, animals and antisocial types, makes me conclude that the councils are the biggest litters in the park. 1/2
