I'm no legal expert, but I'm fairly sure that there's no concept of 'pressing charges' in criminal law in Ireland. Any possible victim can make a complaint to the Gardai. Any witness can choose to give a witness statement. But the GAA has no role in what happens next.

Thanks, I'm aware of one such situation in Dun Laoghaire Rathdown council area at present, for one small section of cycle lane separators being removed.
This one would be on an industrial scale though!
