This one isn't much better. Looked like they were waiting for someone to come out of the coffee shop, as the BOI car park is closed - just decided to take 2/3rds of the footpath for themselves, pushing the jogger out onto the cycle lane, and crowding families into single file.

I'm no legal expert, but I'm fairly sure that there's no concept of 'pressing charges' in criminal law in Ireland. Any possible victim can make a complaint to the Gardai. Any witness can choose to give a witness statement. But the GAA has no role in what happens next.

Stationary phone distraction isn’t harmless — the evidence is clear. It impairs hazard detection and reaction time, with effects lasting well beyond the interaction. This is road danger and it can (and does) have fatal consequences. Academic research strongly backs it (see pic). Enforcement matters.

Thanks, I'm aware of one such situation in Dun Laoghaire Rathdown council area at present, for one small section of cycle lane separators being removed.
This one would be on an industrial scale though!
