Firstly, your math is wrong, the average is 59,500 deaths per year.

Secondly, only 8 years exceeded that average, with the vast majority of deaths coming during the height of the Nazi invasion. If we exclude 1942-44, the average is ~33,000, about twice the death rate of US prisons. (1/2)
