Very happy to see this paper published. We examine how elites (legislators) and the public evaluate different policies designed to compensate the losers from trade. Using original survey data from legislators and public opinion surveys in 3 countries, we find only a limited elite–public gap.

4.) We expect an easing of protectionist pressures in the US as public opinion turns against protectionism, lobbying from import-competing companies declines, and pro-trade firms become more vocal.
5.) Consequently, we expect the international trading system to weather the current storm.
3.) Current US trade policy comes close to what we term an "isolationist" trade policy, marked by strong protectionist pressures and a highly salient trade-security linkage.

Here now a brief summary of the key ideas in our paper:
1.) US trade policy has historically been eclectic. At most times, it has combined liberal and protectionist elements.
2.) The international trade system has developed resilience to US departures from liberal commitments.
