I think that's a bit of a forced conclusion on your part that ignores the fact that antagonist is powerful, influential and surrounded by allies. I think this is a bit of you assuming characters are stupid based on your own projected interpretation of the setting that might not even be correct.

Characters are always props being controlled by the author. I think you will need to explain exactly what you mean by that statement. Atm it just reads as subtext for "I have a problem with the creator of this series I'm projecting onto the work of an entire writing team"
