An entire economy can be devastated in a week, and that's decidedly NOT funny.

DHS was originally created to coordinate efforts and information among multiple agencies. That has been perverted into a consolidation of these agencies into the enforcement apparatus of a full blown police state. Until they can respond appropriately to instructions from humans (crossing guards, fire, police, etc) directing traffic at an intersection, or able to negotiate an intersection when traffic signals are our from a power failure, it will be criminal to deploy them on public roads.
