I think that only applies if you activate the option to automatically forward your manuscript to ArXiv (limitation on ArXiv side?). Otherwise, HAL accepts files up to 200 MB: doc.hal.science/en/faq/ still lacks an English website, but the platform improves year after year

The Greenland ice sheet is melting at an increasing rate, a process accelerated by glacier calving. For the first time, this has been measured by an international research team using fibre-optic cables and Distributed Acoustic Sensing (DAS) technology.
