I think the plan in Iran is to make civilians lives such hell they will risk all to overthrow the government. The plan for Cuba is similar. It won't work because the civilians in these countries are not heavily armed like MAGA Republicans and don't have the means.

Wait, so we are gonna vote on a different referendum question than the one they collected signatures for?

In that case, they should have been collecting signatures with the question "Do you want a pony", and then rewrite it into a constitutional separation question.

Explain how that's different

If Amery writes the question, then it is no longer a citizen-initiated referendum, but a government sponsored one. Is Smith saying that the government is going to propose a government sponsored referendum on separation? Shouldn't she call an election over this?

Not a lawyer and haven't read the legislation carefully, but signatures are being collected to support a referendum on a specific, proposed question, not a question that Amery pulls out of his ass.

Re-write the question after the signature gathering deadline? Then, it's a different question.
