Interesting. I’ve been conceptualizing in my mind an abstract value of AI services that isn’t associated with GDP and what the relationship is between that value and the services’ energetic cost. This policy seems to cap the total energetic cost and encourages competing for value per unit energy.

Good point. In the case of hydro, you lose land to reservoir water but 1) the land you lose might have limited usefulness anyway 2) you may gain back some welfare in the form of flood control and irrigation, which improves the utility of land that’s not even connected to the reservoir.

I've never understood why anyone would believe that CO2 pressurized in natural underground reservoirs would stay down there indefinitely. Maybe for a year - or 10, or 100, or 1000 - what's to say it's not going to find its way to the surface where it might asphyxiate a whole town?

When this happens, I try not to focus so much on the idea of a β€œnegative price” (i.e. paying someone to take something). For one thing, that doesn’t mean you have buyers at that price; it may be like you’re trying to pay people to take water but no one’s got a bucket.

I set up and run modeling systems like EIA NEMS, GCAM, and Switch as part of my consulting work. Not sure where they are w.r.t. releasing a source tree that I can build from but it looks like they’ve got precompiled binaries I can run on one of my Linux machines here.

The kinds of reactors we use on Earth for electrical power use uranium, not plutonium. Again, I don’t know what their intended use case is but it must be pretty precious if they’re talking about a reactor to support it. NASA & Grumman ran the 20’-tall 2-man 2-stage LM off batteries.

Such launches have happened many times before and RTGs have been designed that no matter what happens to a rocket carrying one on ascent it would plunk harmlessly into the ocean such that it can recovered. I don’t know what power we’re talking about re said reactor but I’m not worried.
