This driver is inching forward in the intersection as he faces a red light, with no awareness of a bike crossing to the sidewalk (it's a dangerous intersection ahead on a bike) till I shout.

I don't think that is going to change appreciably. I bike recreationally about 3-6 days / week in the warm season and I see no need to create bike lanes which impair traffic. Neither it is necessary to create an obstacle course to slow traffic down. I think the Washington Street fiasco is an attempt to impose from above an urban landscape on people who prefer their suburban landscape.
