In the face of Hurricane Miltonโs predicted storm surges, Floridaโs 20,000 incarcerated residents were not able to evacuate. The FDC instead obfuscated their decision processes in moving only a small percentage residing in mandatory evacuation zones to โhardenedโ prisons.
