I took it upon myself to compare some heights of two of my Rooks.

One human the other qunari.
The human was set to maximum height while the qunari was set to minimum height.

When standing next to the same torch, in the same spot. You can see that the Qunari are massive in comparison.

Qunari are descendents of dragons. In the modern era they resemble humans more than their draconian ancestors.
Basically larger sized humans but with horns.
