It looks like the regional 5-card set for the Cubs ran from 2004-2009. They were the only team I checked.
Premium 55-card sets were only issued in 2007 and 2008. Red Sox, Mets, and Yankees were the only 2007 offerings.

I'm going to guess that these teams treated with the 55-card "premium" sets (which included team leaders, coaches, and "player of the week/month" cards!) were the only ones that got regional factory cards as well. Red Sox, Cubs, Tigers, Dodgers, Mets, and Yankees.

Gotta add the dash between Topps and the team name or you'll just get the 14-card team set issued in blaster packs.
The Reds didn't get a 5-card set. But we did get a special 8-card Redsfest set (and every card had a variation, so really 16-card set).
