I don't have a great answer other than our political priorities don't really involve helping poor people. Be it through income support, vouchers or other welfare state programs in addition to building enough affordable/supportive housing for those that need it.

Housing development is very very expesnive and without lots of subsidy or high enough market rents development won't happen. And there is always tradeoff between more units that are less affordable or fewer units that are more affordable. There's no easy way to square that circle.
