They are called Frozen Charlottes, small porcelain dolls made from the mid- 19th century to early 20th century, popular as toys. Also referred to as Penny dolls because they were so cheap. Folklore about a girl who refused to wear her coat on a very cold day and froze is also connected to the dolls name. High infant and children’s mortality rates during the time have given the dolls their name; Frozen Charlottes.
