Even if you gave better tools built into the os most parents won't use them that's the issue and the ones that would already go out there way to download software that does. If a parent isn't tech savvy they just won't use such tools at the end of the day.

It's one of those where companies need better reporting tools and auto mod tools since there's just too much content to be reviewed by people at the end of the day.

There's always ways around these things, even the best it professionals won't know every bypass method let alone the random IT guy at a school.
