I remember when I chatting to a NED prior to my consultant interview, she was discussing a shared pathway she'd been involved with years earlier.

when you hear how healthcare professionals joke in both real life and more importantly, on the Internet.
Secondly, the butt of the joke is people moving to Dubai saying it's safe when it's the middle of an extremely volatile region of which there are legion.
Further, if you pay taxes in the UAE but not the US, there's surely a point at which the US should reasonably be able to say "it's the UAE's responsibility to protect you".

The right to reside on a permanent basis makes you an immigrant. All expats are immigrants.
The question isn't whether you pay tax at all, it's whether your tax bill is equivalent to the level of tax you'd pay were you residing at home (I gather the US though apologies if I'm wrong about that).

I don't think "people who are able to and pay more tax in a given country should have more right to its services" is super-complicated.
