New York, NY –  Governor Andrew M. Cuomo, candidate for Mayor of New York City, today announced ‘Zohran’s Law,’ a plan to protect the city’s rent-stabilized apartments from being occupied by high-income individauls, ensuring these limited, affordable units go to New Yorkers who actually need them.

Under Cuomo’s proposal, when a rent-stabilized apartment becomes vacant, the incoming individual income would be capped so that the annual rent makes up at least 30 percent of that income. For example, if an apartment rents for $2,500 a month ($30,000 per year), the new tenant’s income could not exceed $100,000. 

New York City is in the grip of a housing emergency. The city does not have enough units, and the drastically low vacancy rate is driving up prices, squeezing families, and forcing many to leave in record numbers.

In urban policy, it is considered bad for someone to be rent-burdened (spending at least 30% of their income on rent). But Cuomo's newly proposed law would *require* that people be rent-burdened. Absolutely insane.

In addition to Blair's points in this thread, I do think it's important for rational sane people to continue to point out the discrepancies between reality (crime stats) and fantasy (culture war) because it keeps pulling malleable folks to reality.

I'm pretty sure that licenses are NOT required for golf carts.

And I'm on record as saying that the Conservancy massively overuses golf carts. I've seen workers driving them with a single rake in the back!

Also, driving down the Central Park South sidewalks, picking up litter with grabber sticks.

Sure, the Central Parks Conservancy wants to hire some people with driver's licenses.

But you do not need one to rake leaves or clean toilets. Requiring one for EVERY FULL-TIME JOB is a big middle finger to the working-class population of NYC.

My least popular (and most correct) view is that cars should be automatically limited to the local speed limit. Put the pedal to the floor and you still can't go over 25mph in a residential area.

Notice how many of the buses they pass are express buses! As I wrote in 2011, 34th Street is not just a vital corridor for buses from Manhattan (17,790 riders in 2009), but also Queens (18,059) and Staten Island (6,362):

You don't know that retaining parking mandates was actually required to get the bill through. It might have been possible to eliminate all parking mandates, possibly at a cost of other provisions.

Just because that's what was passed doesn't mean it's the only thing that could have passed.

The AirTrain JFK signs are scrolling a message saying that there is no LIRR service between Jamaica and Atlantic Terminal from July 25th through August 18th. This is patently false — the service change is only on weekends. Anyway, disband the Port Authority.

The moral panic of the anglosphere over bus fare evasion and proof-of-payment is quite something.

Especially when you think that we do accept another mobility-related widespread PoP system: on-street parking, which is entirely charged via a proof-of-payment + inspector system.

You're the second person to say that. No, I think Cuomo is tapping into the history of urban renewal, which goes back at least as far as "New Rome," an expression of elite frustration with their inability to control cities, which goes back at least as far as Sodom and Gomorrah. It's a dog whistle.
