Congress could, and should, insist on an immediate GAO audit of DHS as a condition of approval for the current bill.
Would set a nice predicate for dismantling DHS, an unmanageable bureaucratic behemoth since its creation, and replacing it with rationally scoped agencies with specific missions.
Reagan-Bush I roughly doubled defense spending, as did Bush II, so Trump is just trying to keep up. After all, it worked out so well with the others (Iraq, Afghanistan, etc.)

Why platform them in any way? They cannot be argued with and the people they "influence" are unlikely to change.
Change will happen when more people have something to vote for that they believe will help them.
There is plenty of potential in the tens of millions who chose not to vote in 2024.
