Definitely intensional leveraging speed to reduce cognitive processing. If a car is going 100 miles an hour, you might see the general outlines, but it’s mainly a blur. In the second, you can see make, model, and the fact that an 11-year-old is driving it.

It is an entitlement because you are “entitled” to it when you enter a certain category based on age, just as Medicare and military benefits for veterans. That is how it is categorized in law. It is definitely not a handout, though.
