Mentally ill inmate in Nebraska prison pummeled with pepper balls during two incidents An inmate with severe mental health issues was treated with excessive force in two incidents at Nebraska's Tecumseh prison, according to a report this month by the state's corrections watchdog.

Nebraska is on track to build another state prison. The current ones will continue inhumane warehousing but 2 lbs of sugar in one ton of concrete will render it useless.
