I'm pretty sure USB vs PCI-e has nothing to do with that. The mega cheap USBs with crap colors detect and swtich super fast

no CEP doesn't reduce the excessive VID requests. CEP acts more like a braking mechanism if the CPU's current draw pulls the output voltage too low.
